1. In a large glass bowl, whisk together lemon juice, anchovy paste, white wine vinegar,
salt, and pepper. Slowly whisk in the olive oil.
2. Cut the peppers lengthwise into 1/2-inch strips. Add the peppers and capers to the
dressing and toss.
